Dr. Dionel C. Waters is the Founder and Chief Executive Officer of the Waters Leadership Foundation, where he leads initiatives focused on developing transformative leaders, advancing educational equity, and improving outcomes for students, educators, and communities. With more than two decades of experience across the K–16 education landscape, Dr. Waters has built a reputation for driving sustainable school improvement and helping organizations operate with greater clarity, effectiveness, and long-term impact.
With over 15 years of executive leadership experience as both a principal and superintendent, Dr. Waters has successfully led school turnaround efforts, strengthened instructional systems, and developed leadership pipelines that produced measurable gains in student achievement and organizational performance. His leadership philosophy is grounded in strategic thinking, data-informed decision-making, and a deep commitment to equity and human-centered leadership.
Dr. Waters began his career in the classroom, teaching across multiple grade levels before expanding his perspective internationally through educational work in New South Wales, Australia. His experience spans the full continuum of education, from direct classroom instruction to district-level leadership and higher education. He has also served as an Adjunct Professor of Educational Leadership at both undergraduate and graduate levels, helping prepare the next generation of educational leaders by bridging theory with practical leadership application.
As a respected scholar-practitioner, Dr. Waters is the author of peer-reviewed journal articles and two influential leadership books: Preparing for the First 90 Days of the Principalship and School Leaders and Crucial Conversations. His work focuses on equipping leaders with practical strategies to navigate complexity, lead with confidence, and build strong organizational cultures capable of sustaining long-term success.
Dr. Waters holds a Ph.D. in K–16 Educational Leadership and Policy Studies from The University of Texas at Arlington. His academic background also includes studies at Morehouse College, Michigan State University, and Dallas Baptist University. Further strengthening his forward-thinking leadership approach, he earned advanced graduate certificates in AI in Business Strategy from the Massachusetts Institute of Technology (MIT) and Urban School Leadership from Harvard University.
Originally from Philadelphia, Pennsylvania, Dr. Waters now resides in DeSoto, Texas, with his wife and two children, Amoi Lei and Dionel Jr. His work continues to be driven by a singular mission: ensuring that every student — regardless of background or circumstance — has access to high-quality education made possible through empowered and effective leadership. Through the Waters Leadership Foundation, he partners with schools, districts, and organizations to create meaningful, lasting, and equitable change.
